Britain and France Will Dispatch Troops to the Country should a Ceasefire Accord is Agreed

The British and French governments have inked a statement of purpose concerning the positioning of troops in Ukraine should a peace agreement be concluded with Russia, the Prime Minister of Britain, Sir Keir Starmer, has stated.

After talks with Ukraine's allies in the French capital, he indicated that the two nations would "establish military hubs in various parts of Ukraine and erect protected facilities for arms and equipment" to prevent any subsequent invasion.

The coalition members also proposed that the America would take the lead in overseeing a truce.

Moscow has repeatedly warned that any foreign troops in Ukraine would be considered a "acceptable aim", but has so far not responded on this latest development.

Background and Ongoing Hostilities

The Kremlin's head Vladimir Putin launched a full-scale invasion of Ukraine in February 2022, and Russian forces at this time occupies about 20% of the country's land.

"This constitutes a crucial element of our commitment to stand with Ukraine for the long-term," stated the British leader.

Heads of state and top officials from the "Allied Coalition" participated in the Paris negotiations.

Speaking at a joint press conference, the Prime Minister further said: "It establishes the framework for the legal framework under which allied and coalition forces could function on Ukraine's territory, defending Ukraine's airspace and waters, and restoring Ukraine's armed forces for the years ahead."

The UK prime minister added that London would be involved in any American-headed verification of a potential cessation of hostilities.

Defense Assurances and Diplomatic Positions

Top American diplomat Steve Witkoff stated that "durable defense assurances and substantial prosperity commitments are essential to a permanent resolution" in Ukraine – referring to a central requirement made by Kyiv.

He said the allies had "substantially agreed on" their work on establishing such assurances "so that the citizens of Ukraine know that when this conflict ends, it ends forever."

Jared Kushner, US President Donald Trump's representative, also participated in the negotiations.

Meanwhile, France's leader Emmanuel Macron stated that Ukraine's supporters had made "significant advances" at the negotiations.

He added that "comprehensive" safety pledges for Ukraine had been reached in the event of a possible ceasefire.

President Volodymyr Zelensky said that a "major development" had been made in the negotiations, but cautioned that he would only view efforts to be "sufficient" if they culminated in the end of the fighting.

Last week, Zelensky suggested a peace deal was "90% ready". Finalizing the remaining 10% would "shape the fate of peace, the fate of Ukraine and Europe".

Unresolved Issues

  • Sovereign soil and security guarantees have been at the heart of key disagreements for diplomats.
  • Moscow has often said that Ukraine's forces must withdraw from the entirety of Ukraine's eastern Donbas region or Russia will take control, dismissing any concession over how to end the war.
  • The Ukrainian President has thus far excluded surrendering any territory, but has proposed that Ukraine could move its forces to an agreed point – but only if Russia follows suit.

Russian forces presently occupies approximately 75% of the Donetsk oblast and around 99% of the bordering Luhansk region. The pair of oblasts form the area of the Donbas.

The original US-led multi-point framework that was extensively reported to the media last year was perceived by Kyiv and its EU supporters as being heavily skewed in Russia's direction.

This led to a period of high-level discussions – with the involved parties trying to revise the proposal.

Last month, Kyiv sent the US an updated proposal – as well as separate documents detailing prospective security guarantees and arrangements for Ukraine's recovery, he said.
